Well, If you have a good pc, I recommend getting a drawing tablet.
Xp-Pen makes really cheap and very good quality drawing tablets but I recommend using a Wacom Intuos, which is the one that I'm using.
If you are confortable using a tabet or a phone, I recommend getting a SonarPen.
For the drawing program, if you are using a pc, I recommend for you PaintToolSai, which is a user-friendly software and it's light-weight. If you are using a tabet or a phone I recommend using IbisPaintX which is free.
